BB&K's Paula de Sousa to Serve on CA Special Districts Association Education Committee

SAN DIEGO, CA – The California Special Districts Association has selected Paula de Sousa, a partner at Best Best & Krieger LLP, to serve on the association’s 2012 Education Committee. The Education Committee plans, organizes and manages the education and public relations programs for CSDA, the only California association representing all types of independent special public districts.

The 25-member CSDA Education Committee is one of seven special committees important to the CSDA. The association heavily relies on these committees for direction and advice on critical issues and policies that concern special districts in California. Committee members are selected for their expert abilities, talent and dedication to the organization.

Last year, de Sousa was also selected for a newly assembled working group at the CSDA that examines legal and policy issues relevant to Local Agency Formation Commissions, commonly known as LAFCOs.

A partner at BB&K, de Sousa is a member of the special districts group. She practices in the area of public agency representation, including the Political Reform Act, Brown Act, California Public Records Act, public works construction and purchasing issues, real property issues and the Cortese- Knox-Hertzberg Local Government Reorganization Act of 2000.

de Sousa currently serves as general counsel to the North County Transit District, Padre Dam Municipal Water District, Metro Wastewater Joint Powers Authority, Santa Fe Irrigation District, Sweetwater Authority and Valley Center Municipal Water District. She also provides special counsel services to public agencies throughout California.
